The HSE Manager plays a pivotal leadership role in ensuring that all project operations meet the highest standards of health, safety, and environmental compliance. This position oversees the development, implementation, and continuous enhancement of HSE systems across multiple project sites. The ideal candidate brings deep technical expertise, strong leadership capabilities, and a proven ability to cultivate a proactive safety culture. This role requires someone who can confidently engage with stakeholders, enforce compliance, and drive continuous improvement aligned with UAE regulations and ALDAR requirements.

Key Duties & Responsibilities

  • Develop, implement, and maintain comprehensive HSE policies, procedures, and management systems.
  • Ensure full compliance with UAE federal laws, local authority regulations, and ALDAR project standards.
  • Conduct regular site inspections, audits, and risk assessments to identify hazards and implement corrective actions.
  • Lead incident investigations, root‑cause analysis, and the development of preventive measures.
  • Provide leadership, coaching, and direction to HSE Engineers, Officers, and site teams.
  • Prepare and present HSE performance reports to senior management and project stakeholders.
  • Coordinate HSE training programs, toolbox talks, and awareness campaigns.
  • Promote a proactive safety culture and ensure continuous improvement across all project sites.
  • Liaise with clients, consultants, and regulatory bodies on all HSE‑related matters.
  • Maintain accurate documentation, reporting, and compliance records.

Requirements

  • Minimum 15+ years of experience in HSE roles within the construction industry.
  • Mandatory ALDAR project experience.
  • Strong knowledge of UAE HSE regulations, codes, and best practices.
  • Proven leadership and team‑management skills.
  • Excellent communication, reporting, and analytical abilities.
  • Must be currently based in the UAE.
  • Immediate joiners are highly preferred.
